Introduction:
Shaler Area School District Seeks Public Comment on Proposed Ed-Flex Waiver
Shaler Area School District is seeking public comment on a proposed Ed-Flex waiver related to the use of Title IV, Part A funds. Stakeholders are invited to review the waiver request and provide feedback to help inform the decision-making process.
The proposed waiver would provide the district with greater flexibility to use Title IV, Part A funds to address identified instructional priorities rather than meeting the minimum spending requirements under Sections 4106 and 4109.
The district is proposing to use these funds to implement IXL Learning and Raz-Kids for students in grades K–3 at Marzolf and Reserve Primary Schools. These evidence-based instructional resources will provide personalized, standards-aligned learning opportunities that supplement classroom instruction and strengthen foundational literacy and mathematics skills.
IXL Learning will provide individualized mathematics practice, immediate feedback, targeted skill recommendations, and progress monitoring to help teachers identify learning gaps and differentiate instruction. Raz-Kids will provide students with access to leveled texts designed to support reading fluency, comprehension, and independent reading both at school and at home. The programs’ assessment and reporting tools will allow teachers to monitor student progress and provide targeted support based on individual student needs.
The district anticipates that the waiver will help increase student engagement and achievement, strengthen individualized instruction, improve foundational reading and mathematics skills, and provide targeted interventions for students in the early elementary grades.
